WASHINGTON — President Joe Biden faces a narrowing window to avoid a strike by freight railroad workers that could further strain supply chains and deal a devastating blow to Democrats ahead of the midterm elections.

Top aides and Biden himself were in touch with railroad company and union representatives Monday night and Tuesday in an attempt to avoid a shutdown.
